The trick that I have found is that the base should be cut at 45 degrees and the hole 7 inches from the base

Is the hole centered 7" from the base or does it start 7" from the base?

the hole is 7 inches on centre from the base which is cut at 45 deg. The hole in these are 1.25 inch, which is big enough for most bottles other than champers.
